Our Northeast Municipal Engineering Division has successfully served our clients and provided opportunities to our teammates for many years. We’ve experienced rapid growth in the number of teammates, clients, and diverse projects at the same time we are meeting the challenges of the increased complexity that comes from evolving environmental, sustainability, and permitting regulations. We are acting on this growth opportunity to restructure the Division to better meet our client’s needs and provide our teammates with career advancement opportunities while meeting our visions for tomorrow.

Today, we introduce you to our restructured Division, with three distinct teams led by accomplished engineers in our firm.

Municipal Facilities & Utilities – Site, Buildings, Parks, Water/Sewer/Drainage Utilities
Private Land Development & Land Surveying – Multi-Family, Mixed Use, Solar, Full Survey
Water Quality – Wastewater Pumping & Treatment, Drinking Water, Stormwater

These teams provide clarity of responsibilities and streamlined communication, while enhancing client service. Our three team leaders will continue to operate under the leadership of Municipal Engineering Division Manager Joe Ducharme, Jr., PE, BCEE; our Principal Civil Engineer, William Davidson, PE; and our Principal Surveyor, Tim Bernier, LLS, PLS. We are excited to introduce you to our restructured Division and Municipal Engineering Teams!

Municipal Facilities & Utilities

In our municipal facilities and utilities group, we’ll be focusing on site design for public works, fire stations, and safety complexes, town offices and schools, linear utilities (storm drainage, sewer and water mains), and climate resilience modeling and planning. These are the same great services you’ve come to expect from Hoyle Tanner; with the biggest difference being the ability for clients to engage a specialized team whose collective experience and municipal focus provides the highest quality civil site and utility designs efficiently and cost effectively. This team knows the rules and regulations in detail and can deliver a successful project under the most challenging constraints.

Marisa DiBiaso, PE, is the leader of the Municipal Facilities & Utilities team. Marisa has been with Hoyle Tanner for 12 years earning the respect of her peers at Hoyle Tanner and across the engineering profession. You’ve probably seen her making Hoyle Tanner headlines for the past few years, as she became a Vice President and owner in our firm in 2023, was named to the NH Good Roads Board of Directors in 2024. She also managed the award-winning Mill Girl Stair Replacement Project.

Private Land Development & Surveying

Combining private land development with our newest services, Land Surveying, we are proud to introduce the team that is managed by Shawn Tobey, PE. This team focuses on working with private land developers to study and design sites for solar farms, commercial developments, and mixed-use complexes. This team also brings surveying and drone services to the forefront, providing land-use consultation, feasibility studies, boundary surveys, subdivision planning, and utility coordination assistance. Together, these services will help our private land development clients get a one-stop-shop for thoroughly planning their project sites. (You can read more about our survey services here.)

Shawn has been with Hoyle Tanner for 14 years and became Vice President in 2024. Shawn gained attention for his work on a solar farm project in the US Virgin Islands, which recently had its ribbon cutting. He became a Senior Project Manager in 2023. Shawn brings a focused commitment to all his projects from conceptual planning to site design, and permit approvals through construction, if requested.

Water Quality

Our Water Quality team is led by Kirstin DiPietro Worden, PE. Kirstin has been with Hoyle Tanner for nearly 30 years and over that time, has been recognized regionally for her technical expertise and close client relationships as a wastewater process engineer. Our water quality services include wastewater treatment and pump stations, stormwater treatment, and drinking water treatment. Clean water is essential to our environment and to a high quality of life. Increasingly complex contaminants and regulations strain the resources of our clients. Kirstin and her team understand the latest water quality rules and regulations, the technical challenges of dealing with emerging contaminants, and the funding opportunities to support capital improvements for public infrastructure projects.

Kirstin became a Vice President in 2024, recently established enthusiasm for our internal Women of Wastewater group, and became an owner of the firm in 2023.

Continued Leadership

Joseph Ducharme will continue to lead the Municipal Engineering Division. He is supported by two highly respected senior professionals William Davidson our Principal Civil Engineer, and Tim Bernier, LLS, PLS, our Principal Surveyor. Joe, Bill, and Tim support all three teams in our Municipal Engineering Division and assure that each team has the resources to deliver successful projects to our clients.
