Hoyle Tanner announces the merging of our Bridge and Structures and Transportation Groups to create a new Ground Transportation Division! This new Division organizes over 30 professionals who have worked together for decades to deliver a wide variety of transportation projects for our State and Municipal clients. This reorganization will allow our team to further increase our focus on our clients’ needs, create project delivery efficiencies, facilitate design for larger, more complex projects and create more opportunities throughout our ground transportation team.

The merger allows the Division to significantly increase its focus and facilitate agile decision-making to the benefit of our clients. An additional benefit is the ability to cross-train our team members allowing for consistent coaching, training, and mentoring to create increased team depth.

The Ground Transportation Division will be led by:

    • Sean James, PE, the former Bridge and Structures Manager, will serve as the new Ground Transportation Division Manager. Sean brings over 26 years of experience with Ground Transportation projects throughout the northeast and has managed or led the design of multi-disciplinary projects for transportation departments and agencies in ME, NH, VT, MA and NY as well as numerous municipal clients. His primary focus will be team strategy, growth and resource allocation, financial oversight, and overall direction of the Division.
    • Todd Clark, PE, the former Transportation Services Manager, will serve in a newly created position as our Principal Transportation Engineer maximizing his talents as a lead technical engineer. Todd will serve as a project manager on large and complex projects, including alternative delivery projects such as Design-Build and CMGC, and serve as a senior technical resource to our design teams. Todd’s background with complex transportation projects makes him an ideal candidate for this role having been an employee of a state transportation agency and large transportation construction contractor prior to joining Hoyle Tanner.
    • Steve Haas, PE, PTOE, and Josif Bicja, PE will serve as the Highway and Bridge Team Leaders, respectively, managing day-to-day project delivery operations while serving as direct resources to all team members working to prioritize project deadlines to meet our clients’ expectations.
