Project Summary

Our team supported the Town of Hopkinton in advancing the replacement of three aging culvert crossings that no longer met hydraulic capacity and environmental criteria. The crossings – including Broad Cove Road over Dolf Brook, East Penacook Road over an unnamed brook, and a small-diameter culvert behind the former Dimitri’s site – required coordinated permitting to address flooding risk, environmental impacts, and regulatory constraints.

Our team completed field reconnaissance, survey, and hydrologic and hydraulic analyses to evaluate existing conditions and proposed improvements. We delineated wetlands, surface waters, and potential vernal pools and prepared a wetland delineation and functional assessment report to support permitting. Hoyle Tanner also conducted natural resource database reviews, coordinated with the NH Division of Historical Resources, and developed wetland impact plans and supporting documentation.

We prepared and submitted NHDES Wetlands Standard Dredge and Fill Permit applications for two crossings and a Minimum Impact Permit application for the third, along with all required USACE General Permit documentation. Through proactive agency coordination and a comprehensive permitting strategy, the Town was positioned to advance the culvert replacements efficiently while supporting regulatory compliance, improved hydraulic performance, and long-term infrastructure resiliency.
