Celebrating New Promotions at Hoyle Tanner
It is part of our culture to celebrate our employees and honor them with recognition. Recently, we had a number of professionals get promotions! Please join us in congratulating each of them, not only for their individual success, but for the success they bring to our firm.
Stephen Haas, PE, PTOE has been promoted to Senior Project Manager! Steve is a Highway Transportation Leader in the Ground Transportation Division in our Manchester office. He has spent the last 17 years assisting clients in identifying transportation infrastructure problems and developing engineering solutions.
Iryna Afong, PE has been promoted to Project Manager! Iryna has provided airfield engineering design and support in accordance with FAA design Advisory Circulars and FDOT criteria. She is an experience aviation engineer and has been with Hoyle Tanner for 15 years.
Joseph Ripley, PE has been promoted to Project Manager! Joe is a Structural Engineer at Hoyle Tanner with both NBIS and SPRAT certifications. He earned a Bachelor’s and Master’s degree from UMass Lowell and has been at Hoyle Tanner for 11 years.
Rychel Gibson, PE has been promoted to Senior Project Engineer! Rychel is an engineer and asset management specialist for Hoyle Tanner’s Municipal Engineering Services Group from our Yarmouth office. Rychel has been an incredible resource in our municipal engineering division for six years.
Russell Colvin, Jr. has been promoted to Senior Resident Project Representative! Mr. Colvin has over 20 years of experience in construction inspection and construction administration of various civil/site projects and is very active in the construction community in various administrative roles.
Katelyn Welch, PE has been promoted to Project Engineer! Katie is a Structural Engineer with Hoyle Tanner, and has spent seven years working on bridge design and construction sites. Katie recently earned her PE and has her master’s degree in civil engineering.
Justin Keefe, EIT has been promoted to Project Engineer! As a Resident Project Representative/Airport Engineer, Justin is responsible for observing construction activities of airport pavements, utilities, stormwater mitigation, obstruction removal and other related infrastructure.
Ryan McMullen, PE has been promoted to Project Engineer! Ryan is a Structural Engineer at Hoyle Tanner with experience in bridge design, inspection and construction observation. He has a master’s in structural engineering from the University of New Hampshire.
Chris Singer has been promoted to Staff Engineer! Chris started at Hoyle Tanner as an intern while attending the University of Central Florida before joining as an Airport Engineer. She has been involved in creating runway rehabilitation designs, airfield geometry, and construction documents compliant with FAA standards.
Luke Cisneros has been promoted to Staff Engineer! Luke is a transportation engineer and performs civil engineering design services and construction field engineering support. As a designer, he has experience on small to large roadway projects for New England municipalities as well as state agencies, including NHDOT, MassDOT, and VTrans.
Aidan Short, EIT has been promoted to Staff Engineer! A master’s degree recipient from the University of New Hampshire, Aidan’s environmental engineering specializes in analysis, modeling, and design of hydraulics- and hydrology-related engineering applications.
Charles Ramey, EI has been promoted to Staff Engineer! Charles has three years of environmental engineering experience and is using his growing passion for the treatment process to work closely with public and private utilities to achieve high-quality engineering solutions and protect public health and the environment. Charles has a bachelor’s in mechanical engineering and a master’s in civil and environmental engineering from the Colorado School of Mines.

Catie is the Marketing Manager at Hoyle Tanner. She works with project managers to create beautifully-designed marketing materials for aviation, bridge, roadway, and utility engineering.
