Project Summary

Hoyle Tanner managed the project’s development that included multi-discipline road, bridge, water, sewer and water quality design preparation, environmental and access permitting, bidding and construction administration and inspection services. The project constructed a new bridge, retaining walls, sewer pump station and extended the City’s roadway and utilities networks to access valued developable land adjacent to Skyhaven Airport. The new bridge spans an active railroad and was intentionally designed to preserve valued wetlands while gaining access for the near-term private site development needs along with creating additional long term future development opportunities in the area. Innovation Drive and roundabout was constructed along with a realigned Airport Drive with new intersection. The new roadway layouts afforded immediate access and included accommodation of private natural gas, electric, telephone, and cable utilities as well as public sewer and water. Hoyle Tanner coordinated necessary permits with the Army Corps of Engineering, EPA, NHDES, Railroad and FAA. 

Hoyle Tanner provided all construction contract administration services for this project including contractor contract preparation, bond and insurance review, shop drawing review, on-call design consultation, and contractor invoice review and negotiation. Construction engineering responsibilities included daily reports, oversight of subcontractors, coordination with the owner and contractor, coordination with the contract administrator, review of environmental permit compliance, measurement of quantities, negotiation of change orders, and resolution of disputes.  

The completed project facilitated concurrent construction of a multiple manufacturing facilities expected to employ 400 to 500 high-skilled workers within the City of Rochester.
