American Rescue Plan Act Build Back Better Grant Assistance
Project Summary
The City of Manchester submitted a Phase I grant Build Back Better Regional Challenge (BBBRC) application to the US Economic Development Administration (EDA) and was one of 60 nationwide communities selected to prepare a Phase II grant application to receive up to $100m in grant funding for a variety of project components. The components for the overall application include the creation of a BioFabrication workforce cluster in the Millyard supporting 10,000 to 15,000 new jobs, a pedestrian bridge connecting the millyard with the City’s westside, a vertiport for transportation, incorporation of training programs through the University of New Hampshire and Southern New Hampshire University, an Aviation Education Facility, and upgrades to turn Valley Street into a Complete Streets corridor.
Hoyle Tanner assisted on two of the application’s components, the pedestrian bridge which would span the Merrimack River in the historic Millyard, and the Aviation Education Facility that is envisioned to be a Teaching Airport. For the pedestrian bridge Hoyle Tanner was tasked with the conceptual design to span the Merrimack River from Foundry Street on the west side of the river to the Millyard on the east side. Our services included conceptual layout, cost estimating, writing an environmental narrative, a Preliminary Engineering Report (PER), and a project narrative. Sketches included plan views, profile views, and colored renderings to represent the new bridge.
For the Teaching Airport our services included conceptual design for the rehabilitation of existing aircraft parking apron, portions of existing taxiway and taxi lane system, and the supporting site civil design for the new Teaching Facility, including all utilities and vehicle parking facilities. Services included conceptual layout, cost estimating, a Preliminary Engineering Report (PER), and supporting existing and proposed drawings.
