Todd M. Clark, P.E., Senior Vice President

Serving as the Transportation Service Group Manager for the last 9 years, Todd has demonstrated progressive leadership necessary to mentor and develop the 11 design and construction professionals he manages. In this role, Todd oversees the technical and quality assurance aspects of roadway projects from scoping through design to construction close-out including contract and subconsultant negotiations on projects of varying size. Matthew J. Low, P.E.Senior Vice President

For over 22 years, Matt has designed and managed small to large multi-disciplined projects throughout New England with a focus on bridge design, inspections, rehabilitations and replacements. Over the last 9 years, his focus has shifted to the management of our nearly 20-member Bridge and Structures Group specializing in various facets of bridge inspection, design and construction engineering related tasks. Having demonstrated his leadership on various levels, Matt now serves as the Regional Manager for the New England Bridge and Structures Group performing project management, QA/QC, business development, staff maintenance, client coordination, subconsultant coordination and contract negotiations. Mike joined Hoyle, Tanner as a Project Engineer in 2002 and has grown with the firm, continuously improving his leadership and team building skills. Over the last decade, he has served our clients in various roles including Project Manager and Client Liaison where he has demonstrated project, resource, and budget management skills while providing industry leading environmental engineering designs. Utilizing leadership skills gained during his 28 years in municipal public works, Carl has focused his work on meeting our client’s goals, time frames and budgets, and delivering value-added project results. As the New England Environmental Group Manager, Carl leads staff in all of our core competencies while sustaining our ability to provide asset management and stormwater/water quality solutions for projects of varying size and complexity.
