Providing dedicated progressive service to the firm, the following individuals were recently elected by Hoyle, Tanner’s Board of Directors to the office of Vice President in recognition of their service:

Jean Mongillo, PE, Vice President, Manager-Aviation Services Business Development
Jean works directly with our aviation clients identifying both near term and long-term infrastructure projects intended to improve their facilities and promote economic development for the surrounding communities. She identifies aviation business opportunities and has been instrumental leading many of our key pursuits and program awards. Jean currently serves on the Board of Directors for the Massachusetts Airport Management Association (MAMA), the Executive Board for the Granite State Airport Management Association and was recently chosen as an Airport Cooperative Research Program (ACRP) Ambassador for the New England Region.

Wilbur Mathurin, PE, Vice President & Airport Engineer
Wilbur has 18 years of experience serving airports throughout Florida on a wide range of airport engineering design and construction management projects. His experience includes airfield pavement design, rehabilitation and reconstruction, airfield grading and safety improvements, lighting and electrical design, security fencing, helipad design, cost estimates, airspace coordination and landside facility design. Throughout his longstanding career, Wilbur has developed the ability to manage multiple staff members and subconsultants, which allows for open communication and seamless project delivery.

Joseph Ducharme, Jr, PE, BCEE, Vice President & Regional Manager-Northeast Environmental Services
Joe has nearly 30 years of experience on municipal infrastructure projects with a focus on water quality. His experience includes planning, permitting, funding agency applications and program management, engineering design, bidding and construction administration.  On behalf of clients, he has had considerable success managing state and federal financing and grant programs to complete a broad range of municipal infrastructure projects.

Since 2001, Hoyle, Tanner has been electing professionals as Associates of the firm. These individuals have attained substantial business experience as well as demonstrated high-levels of project and resource management. This year we call to recognize the following individuals:

Michael Rogerson, PE, Associate & Senior Airport Engineer
Mr. Rogerson’s experience includes airport design, project management, and construction supervision. His obstruction analysis expertise is derived from extensive evaluation of airspace protection surfaces including Part 77, TERPS and declared distances. He acquired his airfield engineering experience through his many years in the design of runway safety area improvements, new and reconstructed airfield pavement design for runways and taxiways, NAVAIDs and drainage design, land acquisition, permitting and NEPA environmental assessments. He also specializes in Computer Aided Design applications for civil engineering, having served 11 years as a program manager and product design engineer for civil engineering software at Autodesk, Inc., where he was named on six separate patents.

Audrey Beaulac, PE, CPSWQ, Associate & Senior Transportation Engineer
Audrey has 14 years of engineering experience that includes field survey and preliminary and final roadway design allowing her to visualize and understand potential concerns and issues of a project, whether standing in the field or assessing construction plans in the office. Her career focus has been on Best Management Practices (BMPs) and Low Impact Development (LID) Designs, stormwater modeling, and closed drainage system design. Her experience makes her a highly valued member of the design team to strategize the projects stormwater conditions and evaluate environmental permitting requirements.

Jeffrey Collins, EIT, Associate & Transportation Engineer
For the 17 years that Jeff has been at Hoyle, Tanner, he has been an enthusiastic and inventive roadway design engineer. He contributes to the successful completion of projects through his proficiency with 2D/3D CADD work for preliminary/final design on projects, estimating, and contract plan preparation. In his line of work, he has focused on traffic control/maintenance of traffic for project constructability and has a genuine interest in the complete-streets concept. Jeff’s unique problem-solving skills, creative desire to improve upon existing systems, and effective communication have afforded better team workmanship, as well as burgeoning initiatives within our company, making him an asset to our present and future corporate culture.

Nichole Davis, Associate & Marketing/Public Relations Specialist
Establishing and fostering relationships is paramount to project success and Nichole has been providing public outreach and digital marketing services in the A/E/C industry for over a decade. She is a high-energy speaker that utilizes presentations focused on engaging and informing the public to acquire consensus and develop collaboration amongst stakeholders. On numerous multi-disciplinary projects, she has assisted with the facilitation of critical public outreach efforts providing public meeting notification; graphic design; website development, maintenance and comment management; social media platform content creation and management; design charrettes coordination; and preparation of newsletters, mailings, and press releases.
