The Hoyle Tanner team worked with CAA to prepare the new Disadvantaged Business Enterprise (DBE) Plan for the six airports operated by the Connecticut Airport Authority (CAA) including Bradley International and the five General Aviation Airports (Danielson, Groton-New London, Hartford-Brainard, Waterbury-Oxford and Windham). These calculations and reporting are required to accompany every federal grant application and assist clients to maximize federal funding. The plans were prepared in accordance with the current 49 CFR Part 26 and the current FAA Sample DBE Program.Working with previous project history and analyzing CAA’s CIP for the next three years, calculations were made to create a goal that were reasonable and attainable for each of the airports for federal fiscal years 2021 through 2023.
