In 2013, Chris was elected president of Hoyle Tanner by the Board of Directors, and in 2014 he was elected President and CEO and remains in that leadership position today. In 2019 and 2021, he made the top 200 industry leader list from NH Business Review Magazine. Time and again, Chris is recognized in the industry and the community as being a thoughtful leader, an innovative thinker, and an open-minded individual. He works tirelessly with the company’s management team to ensure our company is innovative, sustainable, growing and provides opportunities for our employees through mentoring, training, and cultivating a consistent work/life balance culture. To that end, Chris has worked closely with the Chief Operating Officer to institute leadership training programs for all levels of employees. Not only does Chris stay active and engaged within Hoyle Tanner, but he also dedicates time to the engineering industry by sitting on Board of Directors for the NH Joint Board of Licensure for Professional Engineers, American Council of Engineering Companies (ACEC), American Public Works Association – New England Chapter (APWA) and the NH Good Roads Association, as well as several community advisory boards.
Chris may be known for his open-door policies and great ideas, but he’s also known for his quick wit and likeability with his contemporaries. In his free time, he enjoys spending time with his family and friends. He is an avid outdoorsman and can often be seen hiking, golfing, fishing, hunting and snowmobiling depending on the season.

Matt became the first Chief Operating Officer at Hoyle Tanner – a position created specifically for his unique set of skills in the engineering and operations world. He is responsible for the coordination and quality of the firm’s service offerings as well as productivity and efficiency. He is active in all aspects of company innovation and progress; he sits on the Board of Directors, advocates for leadership training for project managers, and is in the process of completing his Master of Business Administration degree from the Southern New Hampshire University. He is known for being an open door for ideas – both giving and receiving ideas for the betterment of the employees, company, and culture.
Matt is a member of the Structural Engineers of New Hampshire (SENH), New Hampshire Society of Professional Engineers (NHSPE), American Consulting Engineers Council (ACEC-NH), American Public Works Association (APWA) and is Adjunct Faculty for the University of New Hampshire Civil Engineering Department. He is an active member of the Manchester community where he lives with his wife, Kimberly, and enjoys being part of his band, The Regular Gents, who play throughout southern New Hampshire and northern Massachusetts.

Michelle works as our Chief Financial Officer where she oversees the company’s finances, works with the Chief Operating Officer for future projections, and manages members of the accounting team. Michelle plays an instrumental role in the financial stability and future of our company. In addition to her financial duties, she manages the company’s database software and coordinates with accounting, marketing and engineering leaders to best use the platform in day-to-day operations. Michelle manages the IT department helping to ensure the company and its employees have the most up-to-date technology possible.
Michelle is known for her financial brilliance, exceptional problem solving, eye for detail, but also for her infectious laugh, love of chocolate and wine, and her fierce personality. She lives in Londonderry with her husband, two boys, and her favorite family member – a dog named Harley.

Judy serves as a Senior Vice President and Director of Human Resources where her main priority is (and always will be) the employees. She sees employees on their first day and the connection continues throughout their career at Hoyle Tanner, even when they don’t see her. Judy has seen a lot of positive changes over the years during her tenure. She is especially excited about the strides Hoyle Tanner has recently made to utilize technology that human resources had never used before. Having this technology has allowed the firm to streamline many processes and make HR more user-friendly. It’s an ever-changing work in progress and one she is very proud to be part of.
Judy loves being able to work with people at all levels and make their work experiences as positive as hers has been. She lives in Manchester and loves spending time with her three now-grown children, Max, Rye, and Emily, along with her dog Penny.

Bob wears a few hats at Hoyle Tanner. He is the Division Manager, Northeast Aviation Services Group and is responsible for the overall management of the department. He is a Senior Vice President where his primary role is to see that all aviation clients benefit from the highest level of aviation planning, design, and construction services in the industry. In 2019, he was voted Chairman for the Board of Directors. His goals are to focus the Board’s attention on supporting emerging leaders, growth and succession planning for future employees with the result of delivering innovative, cost-effective solutions that add value to our clients and our communities. Aside from Hoyle Tanner leadership roles, you can find Bob active within various professional engineering and aviation organizations.
Bob’s interest in aviation stems from his prior service in the United States Air Force, as a civil engineer. He enjoys time spent with family, working on home improvement projects, playing basketball and golf with his son, traveling, and supporting his wife in her passion for flying, volunteering to further aviation education for young kids, cooking, crafting, and working to improve the lives of Veterans in our community.

Sean is a Senior Vice President, Division Manager for our Ground Transportation Division and member of the Board of Directors. In his role as Division Manager, he is responsible for delivering bridge, highway and alternative transportation projects and associated permitting to a diverse group of clients including state agencies, municipalities and private firms. He manages our teams of structural and highway engineers, designers and permitting specialists and is responsible for executing the goals of the company throughout New England, New York and Pennsylvania. In this capacity, Sean works extensively with our team of dedicated professionals to provide educational, training and opportunities for advancement which is a deeply rewarding aspect of his role.
Sean is known for his calm demeanor and his interest in understanding every aspect of company business practices – from marketing initiatives to IT advancements to engineering innovations. When he’s not thinking about ground transportation projects, you can find him spending time with his family, working out in the gym or playing the drums. He strongly believes in the importance of giving back to the civil engineering professional and local community. He is a former president of Structural Engineers of New Hampshire (SENH), past chair of his local planning board and is active with the Candia Youth Athletic Association (CYAA) as a former coach and current member of the Board of Directors.

At Hoyle Tanner, Joe is a Senior Vice President and Division Manager for our Municipal Engineering Services group. Joe is well-respected in the environmental field by his clients, regulators, and many of his peers who selected him as the 2016 NH Engineer of the Year. In his current role, he manages a team of civil and environmental engineers, coordinates with clients, and serves as Principal-in-Charge. He also provides guidance to project managers and engineers in the group to support their individual success while monitoring project budgets and client satisfaction. Joe is on the Board of Directors at Hoyle Tanner and has held leadership positions with other consulting firms and professional engineering societies including serving terms on Boards of Directors and as President for the New Hampshire chapter of the National Society of Professional Engineers (NSPE-NH) and the American Council of Engineering Companies (ACEC-NH).
Joe’s motivation is to build productive and supportive relationships with his staff, his peers, regulators, and clients. He places a high value on the well-being of the people he works with everyday willingly taking time to provide coaching, advice, and mentoring to those who seek his input. Joe believes the future leaders of Hoyle Tanner (and consulting in general) will be more diverse and engaging than traditional norms, offering exciting opportunities for current and future engineers.

At Hoyle Tanner, Todd is a Senior Vice President and the Principal Transportation Engineer. His roles within the company include overseeing roadway, highway, and traffic project delivery, design practices, innovation, quality control and assurance, mentoring, and training. Todd also serves on the Board of Directors where he shares the desire with other leaders to brighten the company’s future for years to come. Throughout his career, Todd has served in many leadership roles in other organizations. In his service with the Boston Society of Civil Engineers Section (BSCES), Todd has held the position of Secretary and Vice President II on the Executive Committee and Board of Governance. He was also twice chair of the BSCES chapter of the Transportation and Development group. He is also an active member of American Consulting Engineers Council (ACEC) for Massachusetts and Maine serving on the highway committees, as well as American Society of Civil Engineers (ASCE).
Todd has spent years in leadership roles outside of his profession as a basketball coach at various levels and for multiple teams including 11 years at the high school level. When Todd isn’t meeting deliverable deadlines or working on leadership teams, he’s home with his wife and rescue dogs, Macie and Tatum.

Bill is a senior civil engineer responsible for leading our land development design and construction services for private and public sector clients. He applies his pragmatic “get it done” approach to every project providing his clients with the valuable results they know they can count on time and time again. Due to his decades of successful experience in the civil engineering profession, he thrives as a hands-on mentor for our up-and-coming engineers and recently has stepped up to be a primary resource for construction administration and engineering for a wide variety of infrastructure improvement projects. Bill is seen as a confident leader who doesn’t waste time while still having a great sense of humor. He is part of professional organizations such as American Society of Civil Engineers (ASCE), New Hampshire Public Works Association (NHPWA), PlanNH, and Northern New England Chapter Eastern Region of APPA (NNECERAPPA).
Bill has been a leader in many fields, including serving as a volunteer fire fighter for 11 years in New Hampshire. Bill loves being outdoors fishing, hunting, and golfing. He lives in Southern New Hampshire with his wife and two children.

Suzanne is a Project Manager within our Aviation Services team, where she leads teams in the complex design of airfield pavements, drainage systems, and electrical systems including lighting and NAVAID installation. She began her engineering career with Hoyle Tanner and has over 25 years of experience serving airports throughout New England managing projects that improve safety, efficiency, and sustainability. In addition to her design experience, Suzanne is proficient with cost estimating, preparing contract plans and specifications, contract administration, and developing permit applications. She uses her technical expertise to prioritize mentoring junior engineers and taking the initiative to find more efficient project delivery methods.
When she’s not exercising her attention to detail, Suzanne dreams of one day hiking the Appalachian Trail from Georgia to Maine; but in the meantime, settles for local hikes with her dog Echo and on occasion her husband and two adult children. You can also find her at the Red Sox home opener each year.

Wilbur is a Vice President and Senior Airport Engineer for our Oviedo, Florida office where he leads a team of talented individuals to deliver solutions to complex aviation projects. His years of experience in program and project management allow him to deliver superb results for his clients. His calm and patient demeanor has earned him a reputation of being a trusted advisor to many individuals both outside and inside the company. As a natural teacher, he excels at mentoring young engineers and guiding them with career paths and complex engineering problems. He sits on multiple committees, including co-chair of the Operations & Innovation Committee where he facilitates discussions and oversees initiatives aimed at increasing operational facility of the firm. Wilbur is also an active member of the Safety Committee.
His passion for teaching extends beyond his office as he also serves as an adjunct professor in the Civil Engineering Department at the University of Central Florida. He leads the Capstone Design class and works with outgoing seniors to develop an understanding of how real-world projects are completed before they enter the workforce. He is also a member of the Civil Engineering Industry Advisory Board (IAB) for Embry-Riddle Aeronautical University which helps shape the direction of the department and ensure that students are being equipped with the skills needed to succeed with the industry. He is part of professional organizations such as American Society of Civil Engineers (ASCE), Florida Airports Council (FAC), and Airport Consulting Council (ACC).
In his free time, Wilbur enjoys hanging out with his wife and four children, at the beach whenever possible, and playing basketball and pickleball. He currently serves on the Board of his church as a Trustee and previously served as Treasurer.

Jon is the Regional Business Manager for our Vermont office. In this capacity, Jon is looked to as a mentor and innovative thinker within the company. He sits on multiple committees, including past-chair of the Operations & Innovation Committee, where, through a team-centric philosophy, Jon leads a group tasked with strategically advancing corporate efficiency and technical leadership. Jon enjoys working with staff to find opportunities for their individual growth and a rewarding experience within the firm. He oversees projects in various disciplines, including highway, bridge, water resources as well as pedestrian and bicycle facilities. Jon brings expertise in managing large projects with multiple team members, public engagement for project buy-in, developing projects for funding acquisition, and overseeing projects from conception through completion. When Jon isn’t moving and shaking things up in the office, he is actively engaged in the industry where he is the Chair of the ACEC-VT Transportation Committee, as well as a Board Member, and is a member of: the American Society of Civil Engineers (ASCE), Vermont Society of Engineers (VSE), NY State County Highway Superintendents Association (NYSCHSA), and the Women’s Transportation Seminar (WTS) VT Chapter.

Aaron is a Project Manager and Senior Structural Engineer for our Ground Transportation Division. His experience spans the design and management of bridge, roadway, utility, building, and miscellaneous structural projects for various municipal, state DOT, and private clients throughout New England. As an experienced technical leader, Aaron brings a pragmatic approach to even the most complicated projects. He is also a dedicated manager, continually pursuing excellence in our projects, inspiring collaboration and innovation from our staff, and striving to build appreciation and trust with our Clients through successful project delivery. Aaron brings his personable nature and big ideas to professional associations, including the New Hampshire Public Works Association (NHPWA) Board of Directors for which he has served as a Member-at-Large since 2020. His time outside of the office is spent fishing the Piscataqua River and Gulf of Maine, hunting the woods of northern New England, and most importantly relaxing with his family at their home in southern Maine.

Josif is a Vice President and Bridge Team Leader in our Ground Transportation Division. In this role, he manages day-to-day project delivery operations while serving as a direct resource to all team members working to prioritize project deadlines. Josif is committed to engineering excellence, both for client projects and within the firm. He has been a part of Hoyle Tanner’s Operations & Innovations committee as well as sitting in leadership training courses, strategizing how to make operations better and enhancing his own skills as a mentor. In his role as a project manager, he is known for his exceptional work ethic and attention to detail. His entire career, Josif has been seen as dedicated to the engineering discipline, which is why he was selected as the 2014 NH Young Engineer of the Year by a jury of his peers from New Hampshire’s engineering societies. He continues to mentor his teammates and presents his knowledge at national and regional conferences.
Outside the office, Josif serves as the President of Structural Engineers of New Hampshire (SENH) and volunteers at food banks in his local community. He has also assisted UNH students with their senior capstone projects and is actively involved with local middle schools promoting structural engineering to younger generations. While Josif works hard inside and outside the office, he harbors a healthy sense of a humor and a quick wit.

Steve serves as Vice President and Highway Team Leader in the Ground Transportation Division. Steve is looked to for his organizational and leadership skills in his current role, where he conscientiously assigns and balances projects for his Highway team. He is seen as a calm, thoughtful mentor to junior staff who are learning the discipline. As a Project Manager, Steve is an expert in identifying infrastructure improvement opportunities and developing practicable, innovative, and sustainable engineering solutions. He specializes in roadway and traffic engineering, traffic analysis, multi-modal safety, and intersection and traffic signal layouts. Steve is actively engaged in the traffic industry as a certified Professional Traffic Operations Engineer (PTOE) and a member and Past President of the New Hampshire Chapter of the institute of Transportation Engineers (NHITE). With over 20 years of experience, he is knowledgeable in AASHTO, FHWA, ITE, and TRB transportation guidelines and has leveraged this knowledge to manage and design projects with NHDOT, VTrans, and MaineDOT; as well as numerous municipalities across northern New England.
Outside of the office, Steve is a avid hiker and enjoys spending time with family, reading history, and studying and collecting antique maps.

Nils’ dedication as a Senior Airport Engineer has elevated him to a vice president at the company. His dedication to detail and his commitment to solving problems makes him the go-to person for our aviation team when engineering questions arise. Nils leads all ranges of aviation projects in design and construction from small obstruction removal or fence projects to multimillion dollar runway, taxiway, and apron projects. All of his acquired skill sets contribute to his integrated approach to airport infrastructure improvement projects. He has been working in airport engineering for over 30 years and understands the importance of a team’s ability to perform work with minimal disruption to airport operations and airfield safety. Nils is known for providing a thoughtful, responsive project management service to both client and colleagues.

As a Senior Structural Engineer at Hoyle Tanner, Ed leads the larger and more complex projects for state agency clients. Over the course of his storied career, Ed has designed bridges for large river crossings, airport taxiway bridges, historic truss rehabilitations, timber covered bridge rehabilitations, and numerous steel girder and prestressed concrete bridges. He is looked to for his engineering expertise and has written papers for international and regional bridge conferences. As much as he enjoys solving complex issues with strategic bridge design, Ed is also at-the-ready to be on-site, inspecting bridges as he leads Hoyle Tanner’s NBIS bridge inspections. Part of his passion for engineering excellence comes from mentoring younger generations of engineers in design and analysis techniques. He is part of professional organizations such as Precast/Prestressed Concrete Institute (PCI), Structural Engineers of New Hampshire (SENH), and American Society of Civil Engineers (ASCE).
In his free time, Ed works on projects around the house where he lives in southern New Hampshire with his wife and daughter. He is also a known car enthusiast and spends most Saturday mornings in the garage working on them with his father.

Kirstin’s passion for water quality engineering and her dedication to clients has made her an obvious leader in our firm. Her background is in environmental engineering, and she has many years of experience in the planning, design, bidding and construction phases of various water, wastewater, and stormwater treatment projects. To further her dedication to the field and keep up-to-date on industry best practices, Kirstin is part of the Water Environment Federation (WEF), Green Mountain Water Environment Association (GMWEA) and New England Water Environment Association (NEWEA).
When she’s not designing or managing projects, she can be found mentoring junior team members and being a champion of our Women of Wastewater (WoW) team that she created with other engineers in our firm. Kirstin is known for her approachable attitude and innovative solutions to solve our clients’ problems and meet their needs. Outside the office, she likes to travel and enjoy the natural environment through hiking, biking, and sailing on Lake Champlain.

Marisa is a Project Manager and Senior Civil Engineer for civil/site projects. Her clients include municipalities, academic institutions, state agencies and private developers. She is a hands-on project manager who places great value on teamwork and communication with colleagues and clients. Her attention to detail and resourcefulness for solving engineering challenges prompted her to get her master’s degree from the University of New Hampshire, and her passion for history brought her to Plymouth State University for a graduate certificate in historic preservation. With a background focused heavily in design of diverse projects ranging from large infrastructure projects and building sites to recreational facilities and monuments, Marisa is an excellent resource to her colleagues.
Marisa has served as Vice President and Clerk on the Board of Directors for the American Society of Civil Engineers, New Hampshire Section (ASCE-NH). Currently, she is the Chair of the ASCE-NH History and Heritage Committee. She also volunteered to sponsor UNH Civil Engineering senior capstone project teams. Outside work, Marisa enjoys spending time with her family, snowboarding, hiking, listening to audiobooks, and researching her 1762 farmhouse.

Andrew is a licensed land surveyor, registered Maine guide, licensed insurance producer, realtor and is certified in FHWA Highway Relocation and MaineDOT Local Project Administration.
Andrew is very aware of the need for continued communication between the client and design team to keep the project on schedule and under budget. He understands the needs of the municipality to represent the community’s investments with an open and interactive dialog. He wakes up each day looking forward to new and continuing communication with clients that foster development ideas that push Maine into that land of opportunity and success.
When Andrew isn’t fostering connections with teammates or clientele (well even while he is fostering these relationships), he is busy getting in that daily walk downtown or on a trail, golfing, or making his own wine. He is known for his ability to easily build connections with people and for his love of travel (ask him about his Alaskan adventure).

Nichole’s passion revolves around making a difference, and that’s exactly what she does at Hoyle Tanner. As our Creative & Development Director, Nichole is looked to for her innovative ideas and engaging solutions. In addition to leading our branding and marketing efforts, Nichole works closely with the Chief Financial Officer to coordinate and customize our database software to make it efficient and reliable for all. She has been a champion of change in the way we practice business for the betterment of our project managers as well as our clients. Whether it’s one-on-one coaching to help colleagues or giving public presentations to hundreds of people, Nichole is a constant resource for all team members. With her energetic, outgoing personality, she always tries to lead and inspire others to think creatively and give back. She is active in our industry as well as the community as a member of the Society for Marketing Professional Services (SMPS), Greater Manchester Chamber of Commerce, American Consulting Engineers Council (Public Relations and Technical Transfer Planning Committees), and more.
Despite all she does within the industry, Nichole is also known for her big heart – regularly donating blood to the American Red Cross, organizing charity drives at Hoyle Tanner, and helping out friends and family in need. Nichole is driven by solving challenges and making a positive impact in her community.

Kimberly Peace is Hoyle Tanner’s Senior Environmental Coordinator and has been instrumental in creating and leading our division of environmental resource specialists. Her team addresses the permitting and NEPA components of both our in-house projects as well as stand-alone contracts. She creates procedures and documents for use on all Hoyle Tanner projects that are polished and professional while being targeted to the needs of each project. Throughout these efforts, she has established and maintained positive working relationships with regulatory staff throughout New England and Florida, essential to completing permitting efficiently and thoroughly.
Kimberly is widely known for her attention to detail, as well as her passion for environmental awareness, wildlife, and wetlands. She served on the wetland rule update team with NHDES staff for updating the Wetland Rules in 2019. In addition, she is the Legislative Committee Chair of the NH Association of Natural Resource Scientists. When she’s not at work, she is advocating in her local government, serving on the Planning Board and Capital Improvements Committee for Goffstown, New Hampshire.

Shawn is a Vice President and Senior Project Manager with extensive civil engineering experience related to site development. He oversees a team of engineers at Hoyle Tanner with a primary focus on private land development projects. Over the course of his notable career, he has successfully managed numerous large-scale renewable energy, multifamily, retail, office, industrial, and manufacturing projects. His recent standout projects center around site development for solar, from Maine all the way to the US Virgin Islands. Shawn is a go-to resource for civil/site design projects because of his keen eye for detail and his ability to think about potential issues from all angles.
To engage with the engineering and renewable energy community, Shawn is an active member of the American Society of Civil Engineers (ASCE) and has presented at Plan NH during their Solar Seminar. When Shawn isn’t designing projects or out on site, he can be found enjoying time with his wife and three children.

David is a rising star at Hoyle Tanner. Like some of our people, David had a career path that was completely different when he started with Hoyle Tanner where he worked as a construction engineer on large highway projects throughout New Hampshire. Today, David is a Regional Business Manager in our Massachusetts office where he engages in building and strengthening working relationships with various municipalities, reviews town and city plans with clients, and plans for future projects. David is heavily involved in various committees and initiatives both within Hoyle Tanner where he serves on the Safety Committee, the Operations & Innovation Committee, and the Business Development Committee, and in ACEC-Massachusetts where he is on the board of directors. His work ethic makes him a great leader, and his approachable personality and innovative ideas make him a great asset to Hoyle Tanner.
When he’s not at work, David is an active member of his community serving on two boards in his town, participating in the school PTO, and supporting his sons and others as a leader in Scouting and a coach in youth baseball. Outside of all that, he enjoys spending time with his family travelling, taking in a game, trying out a new restaurant, and sampling craft beers.

In 1993, Tim Bernier started his own land surveying firm, TF Bernier, Inc., operating out of Concord, New Hampshire. In 2024, Tim sold his company to Hoyle Tanner, and he and his team have added a new service to Hoyle Tanner’s offerings: Survey. Tim is both a licensed Land Surveyor and Certified Wetland Scientist in New Hampshire and is a Professional Land Surveyor in Massachusetts. He is known for his dedication to his clients and his commitment to excellence. For over 30 years, he has worked in the civil engineering and consulting industries, managing numerous projects throughout New Hampshire, Massachusetts, and Maine.
Tim’s exceptional work ethic is a core part of his personality; he is a veteran of the United States Army where he received a Good Conduct Medal and Army Accommodation Medal for exemplary service. Tim also graduated with honors from the University of New Hampshire with a degree in Applied Civil Engineering Technologies.
